Abstract
The often overlooked but significant role northern governors played in urging Lincoln to widen the North's war aims beyond simply "saving" the Union is examined. It was at Altoona in September 1862 that these governors began to view themselves as "guardians of federalism." What is more, reevaluating loyal governors' influence not only "provides a point of departure for scholars seeking to understand aspects of state and federal relations in managing the conflict," but it also demonstrates the strength of the "federal-state and state-federal cooperation" that ultimately produced victory for the North.
