Abstract
Since the late 1800’s the federal government has had sole authority, or plenary power, over immigration policymaking and enforcement.1However, since the mid 1900’s legislation and executive actions have given more and more authority to states and local governments in the area of immigration enforcement. A brief synopsis of recent immigration law history begins with the Hart-Celler Act of1965, which abolished the national origins quota system and allocated an additional 170,000 visas to countries in the Eastern Hemisphere and 120,000 visas to countries in the Western Hemisphere.
